Ray Negrete, GIS Analyst, Transportation Department, gave the transportation cost analysis report. SCENARIOS FOR FOCUS AREA H1 FOR HIGH SCHOOLS Focus area H1 establishes an attendance boundary for the new Sunrise Mountain High School and evaluates the existing attendance boundaries of Canyon Springs, Chaparral, Del Sol, Desert Pines, Eldorado, Las Vegas, Mojave, and Rancho High Schools. Sharon Dattoli presented scenarios 8-10. Sharon Dattoli said scenarios 9 and 10 came from the input they received at a parent meeting held at Las Vegas High School. Ms. Cranor said because there are 10 scenarios, there could be as many as four proposals going to public as they want to keep as many of their options available as possible; they need to provide relief for two magnet schools and ensure the comprehensive high schools, Sunrise Mountain, Eldorado, and Las Vegas, have a strong curriculum depth and the needs are met for all the students. The commission reviewed the scenarios. Becky Nielson called for public input. Debbie Brockett, Principal, Las Vegas High School, said she comes from a school with a lot of traditions and generations of students graduating from the same high school. She supports scenario 9, as any scenarios prior to it would have an impact on Las Vegas High School because the prior scenarios would move student council students and 86 honor students which causes her to lose between two and four AP sections. Mrs. Brockett said because the students being considered to move are high achieving students, they probably would not be forced into attending another high school, but instead chose to attend area technical schools. Margie Seastrand, parent, Las Vegas High School, has lived in the area of Hollywood Boulevard and Stewart Avenue for 16 years. She thanked Erin Cranor and staff for attending the meeting at Las Vegas High School and explained the impact on the academic program at Las Vegas High School if the other scenarios were chosen. She said scenario 9 is wonderful because it creates an even balance. She also said most of them would not attend another high school; they would instead attend a Career and Technical Academy or another magnet school. DeAnna Iverson, parent, Las Vegas High School, lives in the area of Charleston Boulevard and Tree Line Drive and is in favor of scenario 9. She said they live 1 mile from Las Vegas High School and every other scenario would take them out of Las Vegas High School. Lisa Buckley, parent, Las Vegas High School, is in support of scenario 9 as it keeps her daughter at Las Vegas High School. Her daughter is in choir, the AP program, and an honor student; she does not want her daughter to attend a school that does not have a sense of community. Jerry Busby, parent, Las Vegas High School, supports scenario 9 as it is the only scenario that leaves his children at Las Vegas High School. His children have been in the AP program and said once students have been in the AP program they become accustomed to the teachers and have a good working relationship with them. Marrae Brunner, parent, Las Vegas High School, said she has 9 children, 6 of which have graduated from Las Vegas High School. Her daughter currently attending Las Vegas High School is heavily involved in the leadership, music, AP and honors classes; she is very interested in keeping the tradition of her children attending Las Vegas High School and supports scenario 9. Lisa Beach, parent, Las Vegas High School, said they would like to stay within their community. She does not agree with busing the students all over and supports scenario 9. Debbie Gammon, parent, Las Vegas High School, said she has had 3 children graduate from the honors program at Las Vegas High School with one more child to attend who is involved in the Arts Program; if she were to be rezoned, she would try to get into the East CTA, resulting in her daughter having to give up the Arts. In the other scenarios, only 46 students from Harney Middle School would have to attend the new high school, which would be devastating to them. She supports scenario 9. Kim Peck, parent, Las Vegas High School, said 12 years ago her area was rezoned from Eldorado High School to Las Vegas High School and is requesting they not be moved again and let them stay at the high school they are at. She has a blended family and would not like them attending two different schools. Sharon Dattoli reported the Public Input Meeting dates for this focus area will be held on January 20, at Desert Pines High School and on January 21, at Rancho High School from 6:00 pm to 8:00 pm. A motion was made to take Focus Area H1, scenario 7 amended to exclude Canyon Springs High School; and move the area north of Owens Avenue, east of Gateway Road, south of Lake Mead Boulevard, and west Lamb Boulevard to Sunrise Mountain High School forward to the public input meeting. SCENARIOS FOR FOCUS AREA E4/E5 FOR ELEMENTARY SCHOOLS Focus area E4/E5 evaluates the existing attendance boundaries of Batterman, Bonner, R.M. Bryan, Christensen, Decker, Derfelt, Diskin, Gray, Givens, Hancock, Hayes, Jacobson, Kim, Ober, Piggott, Rogers, and Staton Elementary Schools. Sharon Dattoli presented scenarios 3-5. Barbara Moody explained the main focus was that Gray Elementary School was under-utilized; because the 2008 bond has been delayed, their task has become to not only zone new schools that are being built, but to utilize the available seats at schools on a 9-month calendar. Ms. Moody said when they started to look at Gray Elementary School, they found that Derfelt and Piggott Elementary Schools have available seats as well; she said it is not due to the economy that the schools are under-utilized, it has been a trend. The commission reviewed the scenarios. Barbara Moody said while scenario 3 would require moving a lot of students, which is something they do not like to do, she thinks it would last for quite a while; as the economy picks up, every school zone could grow on its own and could then go to a year-round calendar and not have to be rezoned again. Sharon Dattoli agreed that the area has not dropped because of the recent economy, but schools have been under-utilized for a while, and they need to seriously look at changing the boundaries in order to utilize the seats in 9-month schools. Becky Nielson called for public input. Lynn Dilloo, parent, Bryan Elementary School, said she has so much respect for what the commission has to do and was able to sit down with them to go over the scenarios with them; she would like the communities to stay together and does not like scenario 2, but likes scenarios 3 through 5. Suzanne Durante, parent, Bryan Elementary School, suggested they keep the boundary line at Charleston Boulevard to help keep Piggott Elementary School at 600, and leave Bonner Elementary School boundaries the way they are and keep the 68 students being recommended to move; bring the line up to Desert Inn Road giving R.M. Bryan Elementary School a few students to bring their enrollment numbers up. Her vote is for scenario 5. Teri Topham, parent, Bonner Elementary School, supports scenario 5 and recommended they leave Bonner Elementary Schools boundary unchanged for several reasons; they were granted empowerment status and have been anticipating these changes and the benefit it brings to them; it would be a shame if some of the students transferred away from the tutoring and enrichment programs being offered. She has been a parent at Bonner Elementary School for 10 years and the school has been able to function fine being over capacity. The area is not growing, the neighborhood is aging and there is no area for new construction. Elaine Filioz, parent, Bonner Elementary School, lives in Talent Point, which is one half mile away from the school and her biggest concerns were for the transportation issue and feeder school alignment if they were to be rezoned. She suggested they look at the Town Village Center area currently attending Ober Elementary School and consider taking them to Piggott Elementary School as they are closer in proximity. Gloria Howryla, parent, Bonner Elementary School, also lives in Talent Point and walks her children to and from school every day and the prospect of being bused to a school 3 miles away is disconcerting for her family and the neighborhood. She also said the empowerment program is a huge privilege for Bonner Elementary School and it would be very painful to take that privilege away from them. Larry Butler, parent, Bonner Elementary School, said he is a retired Air Force officer and decided to stay in Las Vegas because of the community; community is a big thing and the school is only one half mile away. He appreciates the commissions efforts. Janece Barcelon, parent, Derfelt Elementary School, said she is in support of scenario 5 as it is the only one that does not rezone her community. She said they have been able to walk to Derfelt Elementary School and is concerned that if rezoned, the district would have to face the expense of busing as there is no possibility of her children walking to the other schools. Melani Schulte, parent, Bonner Elementary School, said they are one and a half miles from the school; they have worked hard for the empowerment program and would like their children to reap the benefits. Vanessa Sanzone, parent, Piggott Elementary School, lives in Peccole Ranch and is in favor of scenario 5 as they are very site restricted and the campus is very small. Kay See, parent, Bonner Elementary School, said her child is not subject to the rezoning, but is speaking as an advocate of the children of Bonner Elementary School and is in favor of scenario 5. While she is sure Piggott Elementary School is a good school, it does not offer the empowerment program that the children are looking forward to benefiting from; many of the children being considered to move represent the leaders at the school and their parents are active members of the PTA, fundraising efforts, and in the classroom; removing them would be detrimental to the school and they respectfully ask that they leave them at the school. Sephanie McInnis, parent, Bonner Elementary School, lives in the Queensridge neighborhood and is concerned about safety, as the community is directly off of Charleston Boulevard (Nevada Highway 159), which is a very busy 8- lane road and she said there is not a safe place for her children to cross the street. She said the majority of the students in her community attend private school and thinks that the number of students attending Bonner Elementary School on scenario 3 is an elevated count and there  HYPERLINK "\\\\are" are maybe just 17 students; she does not believe it would be fiscally sound to consider the zone changes considering it is only 17 students. She is in support of scenario 5. Paul Bradford, parent, Bonner Elementary School, is very aware of the safety issues on Charleston Boulevard and for that reason, and others already mentioned, is in support of scenario 5. Joni Davis, parent, Derfelt Elementary School, said there are safety issues with moving to either Gray or Hancock Elementary Schools as they would have to cross busy intersections; another concern is if they are moved to either school, they will not follow feeder school alignment. Stephanie Evans, parent, Derfelt Elementary School, supports scenario 5 for safety reasons, and said a lot of the children that walk to school would be walking down Charleston Boulevard, Rainbow Boulevard, and Sahara Avenue. Fred Waid, parent, Bonner Elementary School, said the northeast corner of Sahara Avenue and Hualapai Way is an open area and highly likely it will be developed for a residential community. He said it should be included in the analysis and lead to the conclusion that scenario 5 is the best. Sheli Jorgensen, parent, Bonner Elementary School, is in favor of scenario 5. She believes the numbers are not correct because there are a lot of students living in her neighborhood that attend private school. Sharlena DeLaMae, parent, Piggott Elementary School, reiterated that Piggott Elementary Schools capacity should not be more than 600 students. She reminded the commission that there are 280 foreclosures in her neighborhood and when filled will add students to Piggott Elementary School; because of all the budget cuts, she asked if anyone has thought about the possibility of closing a school. Paul Marazik, parent, Givens Elementary School, asked that they keep the communities intact; scenario 2 has safety issues for Gray Elementary School; in scenario 3 leave the Queensridge area in tact; scenario 4 should be dropped; scenario 5 is the best as it solves problems with Gray Elementary School, and minimizes the amount of students crossing dangerous streets. Susan Hornbeak, parent, Bonner Elementary School, said her child is not affected by the zone change, but is there in a supportive capacity for the parents of Bonner Elementary School. Linda Johnson, parent, Derfelt Elementary School, said the numbers at Derfelt Elementary School have declined over the years and they are looking to get more students in order to get back an assistant principal, and so their specialists do not have to rotate to other schools, as it is disruptive to their school. She said she is concerned that the traffic around the school could be difficult when adding additional buses. Terri Janison, Board of School Trustees, District E, thanked the public for the patience and kindness they expressed to the commission. Trustee Janison said she is an advocate of the empowerment program and would like to see every school in the district become an empowerment school, and is hoping the program is not cut. Trustee Janison asked the public to take the efforts that they have done for zoning and contact their legislators to fund schools in the state of Nevada; it could make a huge difference. Becky Nielson explained they have more students than there are seats available, and could never consider closing a school. Sharon Dattoli reported the Southwest Public Input Meeting will be held on January 13 at Durango High School at 6 pm and the Northwest Public Input Meeting will be held on January 14 at Cimarron-Memorial High School at 6 pm. Sharon Dattoli explained staff is currently reviewing the early warning for school calendar conversion. Erin Cranor said she would prefer when making recommendations for the area that the number of permanent seats that exist are documented, not including portables. There was further discussion on the scenarios. A motion was made to take Focus Area E4/E5, scenario 3, as amended to move the area bounded by Charleston Boulevard, Fort Apache Road, and Hualapai Way, and the golf course fairway parcel boundary south of Alta Drive from Bonner Elementary School to Piggott Elementary School; and move the area bounded by Edna Avenue, Desert Inn Road, Buffalo Drive, and Durango Drive from Roger Bryan Elementary School to Gray Elementary School forward to the public input meeting. SCENARIOS FOR FOCUS AREA M1 FOR MIDDLE/JUNIOR HIGH SCHOOLS Focus area M1 evaluates the existing attendance boundaries of Johnson and Rogich Middle/Junior High Schools. Sharon Dattoli presented scenario 2. Ms. Dattoli explained she did not think the phasing pilot program would work with scenario 2. Wendy Cashin said she did not think they should consider scenario 2. Becky Nielson called for public input. Linda Johnson, parent, Johnson Junior High School, said they would like more students at Johnson Junior High School. She said they are concerned that because they waited to see what would happen, it did not help their school as they keep losing students; to keep putting it off, will continue to hurt their school. Johnson Junior High has been a great school and the kids get a great education there, but if things keep going in this direction, it is not going to continue. She stated they do not care where they come from; they just want more students to help with the numbers at their school in order to continue to provide a good education to the kids at Johnson Junior High School. Wendy Barnum, parent, Johnson Junior High School, said her concern is because they waited to see what would happen, they have lost a whole team of sixth grade teachers. Serena Kern, parent, Johnson Junior High School, stated they are not a lower end school and have phenomenal programs and teachers; the majority of the student body counsel at Bonanza High School came from Johnson Junior High School. They have the same programs and activities the other schools have, but when the numbers are low, it creates a situation where the students may not be given the opportunity to do some of those things, which really is not fair. She stated their throat has been cut; dont watch them bleed to death. Netali Torres, parent, Johnson Junior High School, said he supports getting more students into their school. He explained the school has a unique 7 period day, which most middle schools do not do, that gives them the opportunity to provide additional education, as well as trains them to fulfill the schedules and succeed at the high school level. Joy Carter, parent, Rogich Middle School, said her son has needed extra help and consistency is a major part of his success; she has worked really hard to assemble a support team, and it has been successful for her son. Forcing her son to go to another school and start over would be throwing her child and his education away; it would be contrary to the No Child Left Behind. Rogich Middle School is over capacity but is still able to maintain a high level of excellence; Johnson Junior High School is a little below capacity and the level of excellence is not there. Dave Beatty, parent, Rogich Middle School, read the section from the AZAC website stating changes are made due to over-crowding or new school construction when absolutely necessary. The enrollment at Rogich Middle School has always been around 1600 students and they have achieved high performance. He said it goes against budget concerts to make Rogich Middle School 400 students under-capacity and put Johnson Junior High School at or beyond full capacity; you are robbing Peter to pay Paul. Delores Kalaickoa, parent, Rogich Middle School, said her daughter in high school has been moved in math three times because she has accelerated and is now tutoring 4 out of 5 AP students from Johnson Junior High School; she believes it is because of the curriculum Rogich Middle School has. Pete Vozikis, parent, Rogich Middle School, moved into the area so his daughter could attend Rogich Middle School and Palo Verde High School; he does not think the move is that important since they will have to attend Bonanza High School anyway. Shauna DelaMare, parent, Rogich Middle School, said the school is overcrowded, but they are happy where they are; there is not a lot of wiggle room at Rogich Middle School, but everyone is ok with that and does not want to lose teachers if their population goes down. She said looking at criteria for 7111, she did not see that seat number under-utilization was any more important than proximity or socio-economic diversity of the school; she said the Peccole Ranch area provides 33% of the socio-economic diversity at Rogich Middle School, and if it is taken out, will be detrimental to the school. Vanessa Sanzone, parent, Rogich Middle School, lives in Peccole Ranch and moved in order for her children to attend Piggott Elementary School and Rogich Middle School; her daughter is excelling and does not want her moved. Maria Mazza, parent, Rogich Middle School, said her child has a learning disability and has had issues and problems and was a D student. Since starting Rogich Middle School, she is now an A-B student, which is huge for them. She feels safe, secure and part of the community; to be taken out of the community and be put into another community would psychologically hurt. They do not want to move, they want to be left alone and let their kids grow and feel safe. Albert Mazza, parent, Rogich Middle School, said his daughter has found a home, teachers that care and a program that works for her at Rogich Middle School. As a father, he can only ask that they please do not allow this move to happen. Zuleica Boyd, parent, Rogich Middle School, said her step-daughter cries every day since they heard about the possible move. She was upset when she could not attend Palo Verde High School and now this is really upsetting and is not fair. Please do not allow this to happen. Nan Kanuth, parent, Rogich Middle School, said the principal at Johnson Junior High School informed her that out of the eighth grade class, 50% attend Palo Verde High School. Sherry Drewes, parent, Rogich Middle School, said she is opposed to the rezoning because the average class size exceeds that of Rogich Middle School and is wondering if they need more students at Johnson Junior High School how are the class sizes going to be in a better situation when they have more teachers and yet 400 fewer students. Last year Johnson Junior High School did not meet AYP and has been on the watch list for 4 years; Rogich Middle School beyond capacity not only meet the AYP last year, but for the past 5 years. She asked that they please leave things the way they are. Gina Vokits, parent, Rogich Middle School, said she too would like to leave Rogich Middle School the way it is. Her daughter has a language disability and struggles with English, and does not want to move her to a school that is not meeting antiquate yearly progress in English. Judith Audinis, parent, Rogich Middle School, said her concern is regarding the violence at Johnson Junior High School; there were 5 weapons confiscated from students last year. She asked the commission to get involved with providing a safe environment for her children before they ask them to go there. Jeanne Perkins, parent, Rogich Middle School, said, as a parent whose daughter is excelling at an overcrowded school, they are just robbing Peter to pay Paul; why not look at another school to pull from to help Johnson Junior High School. Elise Rosenblan, parent, Rogich Middle School, said everyone basically has the same concerns she has. Her son is an honor student and involved in after school activities; he had initial concerns about attending middle school, but has adjusted very well. Alejandra Guillein, parent, Rogich Middle School, said her family moved from Mexico six years ago and her daughter has been trying really hard and making a huge effort to do her best. She asked that they please leave things the way they are; Rogich Middle School is a great school and her daughter is doing well as a result. Gregory Boykin, parent, Rogich Middle School, said he moved to Peccole Ranch in order to have his kids attend some of the better schools in the area; his children are excelling in those schools and he would love to leave them at those schools. Lorie Toolis, parent, Rogich Middle School, said moving children and making them feel uncomfortable and insecure does not seem to provide a good sense of community for the state of Nevada, or for Las Vegas. She stated nobody is happy about this possible move, everyone that lives in the Peccole Ranch area has known for 10 years that they go to Rogich Middle School and then on to Bonanza High School and have dealt with that. She asked that they please leave things the way they are, things are working well as they are for Rogich Middle School and the Peccole Ranch area. Paul Schlanger, parent, Rogich Middle School, said the proposal is nothing less than a tragedy for everybody and everybody is upset by it. He said since Piggott and Bonner Elementary Schools have had a major enrollment drop, they should wait to see if this is a trend; the current numbers are not what is relevant, it is the future numbers. Joyce Voigt, parent, Piggott Elementary School, asked if there were any other proposals for Johnson Junior High School other than Peccole Ranch. Wendy Cashin said Rogich Middle School has grown; last year they were 50 students over their capacity and this year they are 150 students over their capacity. She said because Staton and Bonner Elementary Schools have large 3rd, 4th, and 5th grade classes which will only increase the capacity at Rogich Middle School going forward. Wendy Cashin presented the middle school hot spot map which shows the surrounding middle schools to Johnson Junior High School are all under capacity and therefore cannot help fill their seats. Wendy Cashin explained that a proposal has already been put forward for public input, and scenario 2 will be put forward as a what-if situation. If students in Focus Area E5 get rezoned from Bonner Elementary School to Piggott Elementary School, then the area from Rogich Middle School to Johnson Junior High School could also get rezoned in order to have feeder school alignment. Sharon Dattoli said the Northwest Public Input Meeting will be held on January 14, at Cimarron-Memorial High School at 6 pm. Becky Nielson said due to a lack of a quorum, the meeting stands in recess until Tuesday, December 9, 2008 at 9:15 am. On Tuesday, December 9, 2008, 9:15 am, the meeting of December 4, 2008 was reconvened. The meeting continued with agenda item 6, SCENARIOS FOR FOCUS AREA M1 FOR MIDDLE/JUNIOR HIGH SCHOOLS.
